What would be the reason for a death row inmate in Ely State Prison to be moved to High Desert State Prison? His custody level was also reduced to medium. I have read that all Nevada inmates on death row were housed only at Ely.

Was he appealing against the death penalty. When my husband got off the row he was lowered to medium risk.
