I'm trying to send a Jpal to someone in a federal prison, but it doesnt bring up their name, for me send a mail. Is this the same for federal prisons?

Federal uses a different system called corrlinks. The inmate has to add you by using your email address if i remember right.

If I am reading this right the inmate does have to add you.

Yep, Josh is right. Give your email add to the inmate then you will get an email from corrlinks with an invite from the inmate. It will have a direct link to corrlinks and an identification code.
