I dont see why not!... Have you recieved a first reply yet? Always a good idea in your first letters to ask all these sorts of questions bc HE/SHE will know all the answers.

I know I can write and decorate all over my pp's envelopes but I know another girl here who's pp's prison doesnt allow it... I cant send glitter, glue, or stickers either.

You should ask him. But really I'd take a chance on this one and send it anyways because it doesnt sound like that big of a deal.

When I send my PP a card, like a hallmark one or whatever, I always choose a bright yellow, blue or green envelope, and it's always gotten in without a problem

I would send a test envelope. Just send a little note in the coloured envelope and ask him/her to reply if he got it. Then you will know.

ok, thanks I dont see why not either-- I just think a coloured envolelope is more exciting to recieve then a plain white one yes i got my first letter(s)..

Maybe once you've sent the coloured envelope follow it up with a normal envelope asking if he received the coloured one...

Possibly, but you can't guarantee that.

Every envelope I've ever sent was hot pink or teal, so yes in Louisiana.

Letters can be sent back on a few reasons. "Not enough postage" (Happened to me last week,my man should of got my 10 page letter and two pics but i was 7cents short and had to resend it ugh! lol) "Prisoner released", Than if the letter has stuff it shouldnt have, they either destroy it,or ask the prisoner if he wants to pay the postage to send it back to you, sometimes they dont let the prisoner know. It depends who is in the mail room at the time. All you can do is try. The BEST thing to do, I Would highly suggest. You call the prison, ask for the mail room, and ask if colored envelopes are okay!! Let us know what ya find out!!
