Not every letter they deny gets returned. If they open it and find contraband in it, it can happen they deny the inmate to get the whole letter, not only the contraband. In such a situation they only send the letter back, if the inmate pays for the postage. But the inmate gets notified that he/she received a letter, they cannot have. At least that's what happened with me and John.

I never heard colored envelopes are a prob. But all I know depends on Cali, so now idea about other states.

MM.. F*** !! I have already sent a few in colored envelopes, WITH print pictures on the back of the pages :-/ ( made another tread about that ) Well, guess if i dont hear from the PP`s in a while, or if it comes back, i know what the reason is ! Hope it doesnt happens, but from what I have figured out--both things should be ok !

Contraband is everything that's not allowed. Like the things you mentioned or hair, stickers, lipstick, too much perfume on the letters, drugs, weapons and so on. It's actually the reason why so many of us get so creative with things to send and to do for our pps, just because we can't send average things. (Yep, I try to see it positive.)
Sometimes the rules about it change. A while ago my man was allowed to get those magic cards from the trading card game. Then they said finally "Ooops, from now on a NO GO". I sent him some with my letters. The first couple times they went through, then they held my letters back for a while and finally handed them to him without the cards.
If you find nothing about a certain thing on the DoC website, it's always best to call the mailroom to ask or to send a little test envelope to see if it goes through.

I don't see why it would be a problem so long as its the correct size, you could try ringing the mail room just to be sure though!

I think you should be able to. I've sent my PPs letters in colored envelopes that matched the stationery I was using, and it all got through. They're in TX, WV, IL, and KS, so I know it's allowed in those states!

I was sent back a letter once because I wrote the letter on pink paper even though the envelope was white. Some states are totally crazy.

Yikes!! I just bought lots of pink paper for writing T, guess I'll call the mail room before I write again!!

Wow, I guess I'm lucky then because I send all kinds of crazy colored paper and hot pink and teal envelopes. I've never had anything sent back. I've actually never sent white paper or a white envelope before. haha.
