When I was incarcerated, the commissary/canteen was ran by private companies and their profit margin couldn't possibly be inflated. Their prices were far below the outside market value, and they weren't allowed to charge state sale tax for the items being sold within the Kansas DOC. I never once spent my weekly regulated DOC allowance, didn't even come close to it. Now if you want to make changes for the better in this area, try changing the selection of items being sold, that would make an inmate more happy than trying to lower the already less the retail prices they are paying. As for electronic items such as TV's, radios and etc, you have to remember most prison require them to be built with transparent cases, allowing CO's to visually inspect them for concealed contra-band and such, thus keeping inmates from hiding weapons and the sort which could be used on CO's and fellow inmates. Prisons aren't meant to be social clubs, nor are they meant to be extremely harsh, it's usually the inmates that sets the tone of the environment and teir surrounding, please don't get me wrong, I'm for the inmates (as I use to be one), but most inmates use their sentences and prison terms to only enhance their future criminal activities/careers on the outside. Very few are willing to look into themselves and use their time of incarceration to make positive changes from within, which I consider to be the only form of rehabilitation that will make a difference in their lives once they're released. Just my thoughts.

I think that any store, such as Walmart, is an approved vendor, as long as they have a license to sell things. DOC's just don't want things being sent in by private individuals. I have sent envelopes from "Office Max" (ordered via the Internet), and also books from places other than Barnes & Noble or Amazon. One used book was sent by some little bookstore in Timbuktu (an unknown store in other words . . . a mom & pop store posibly).
This was in Texas, where I feel they are pretty strict. But as long as the vendor has a license to sell, they seem to be legit for sending in things.
Naturally the items go through an inspection. In the case of my Texas PP, she would be called to the mail room when a package arrived for her. It would then be opened, in her presence . . and inspected, before she was allowed to take it. The only thing, that I ever sent, that was rejected, was a calendar, from Hawaii, and that was because of the metal binder. She was given the option of sending the calendar on to her daughter, who could then send it back to her, one page at a time. My PP didn't do that because of the expense involved and the fact that she really didn't care what day it was. Every day was the same. I had actually sent it primarily for the pictures of Hawaii.

Hmmmm. 55404 - must be in MinnesotaLOL
You can send them a TV from Walmart? That's hard to believe.
It's one thing to send a pack of envelopes from office max (which are easily checked for contraband) and quite something else to send a TV from Walmart. The mail room would have to get an electrician to open it up and check it out. For all they know you could have arranged with a Walmart employee to hide contraband within the TV prior to it being sent.
I know that you can order from Access Securepak, but only food products, not sure about the TV, although they do stock other states and the size is 15' for $223.25. I too cannot imagine an approved vendor would not be required to supply the inmates at F. M. W. C. C.
Must say looking at the old posts i was smiling......
