Default Colorado Mail Guidelines

COLORADO DEPARTMENT OF CORRECTION MAIL GUIDELINES.

Inmate Mail

The sending and receiving of mail by offenders incarcerated in a Colorado Department of Corrections facility is governed by
AR 300-38 Offender Mail. No information in these pages overrides what is stated in the Administrative Regulation .

General Guidelines
1. Offenders are permitted to send and receive mail unless it can be determined that such mail may present a threat to the safety and security of the public, staff, offenders, and agency/facility. The criteria for deciding if the mail presents a threat can be found in AR 300-26 Offender Reading Material.

2. When the offender pays the mailing cost, there is no limit on the volume of letters the offender can send or receive except when limitation is necessary to protect the public or institutional order and security.

3. Mail may be in a foreign language, but it cannot be in any code or symbols.

4. Offenders in segregation can write and receive letters.

5. Offenders and their victims cannot send mail to each other unless written authorization is received from the administrative head of the facility.

6. Incoming and outgoing mail is held for no more than 24 hours except on weekends, holidays, and/or emergency situations.

7. Incoming packages are held for no more than 48 hours except on weekends, holidays, and.or emergency situations.

8. Contraband items found will be handled according to
AR 300-06 Searches and Contraband Control.

9. Offenders are permitted to receive non-restricted inspection mail electronically through an approved vendor (JPay). This form of mail is called Offender E-Messaging and it requires the offender’s name and DOC number.

All physical mail needs to be addressed with the following format.

Offender Name
Offender Number
Facility
Facility Address, Facility City, CO
Facility Zip Code
