I'm not the official answer man, but I see that your post has been sitting here, for a while, without any response. So, I will try to help you with what little I know. I think that you are allowed to send one E-mail per inmate. The whole purpose is to send an introduction and get the ball rolling. After that you are on your own. WAP doesn't want to be responsible should anything go wrong with the mail department. Also, WAP doesn't forward E-mails every single day, they aren't a postal service. Rather, they collect all of the E-mails and forward them about once every two weeks. So, E-mailing PPs, through WAP, would not be a very efficient method of doing things. I'm also pretty sure that your E-mails are not forwarded as E-mails, but as a written notice to your potential PP, so it may not be very enticing, nor very private.
