| Peanut, I think that is often a big difference between terrorists and serial killers: terrorists rarely get close enough to their victims in order to see then as human before they are killed (with the exception of the 9/11 bombers obviously, but most of the time they just plant a bomb and walk away). Serial killers almost always look their victims in the eye before or even during the act. Terrorists, I believe, can be reprogrammed. Serial killers, I believe, cannot.

Both attack victims who have nothing at all to do with their cause. Many are helpless in a sense and can't fight back. Thinking back to Timothy McVeigh and the OKC Bombings. In addition, there was a thing I saw on 48 Hours Hard Evidence where a man was accused of molesting his step daughter. He ended up living in a bunker to avoid the police, kidnapped a girl from the neighborhood and kept her in the bunker with him while he sexually assaulted her among other crimes. In his interview he stated the girl he abused had nothing to do with it, it was about his war with the county and the charges against him. Many convicted of murder sprees and even rapes will admit it was some sort of internal war. There are such things as international and domestic terrorists. Not too long ago we had the DC sniper attacking innocent people at random and killing them for no other purpose than his war with his ex wife and getting back at her. That is not an uncommon tale. The agency my sister once worked for was experiencing random killings by gun. In the end the plot of the killer was to kill random people because he wanted to kill his wife without being caught. DNA was left behind and in the end he admitted his guilt and that he was at war with his wife. In this process he killed his wife's co-worker and best friend, simply because she was helping his wife file for divorce. He never killed his wife , ex wife now, in all of this carnage. The agency was able to pinpoint the killer before he completed his personal mission. To me, that is domestic terrorism. He terrorized innocent folks who had nothing to do with his cause. He left behind 7 or 8 victims. All because of rage. Once captured and sentenced for some this behavior continues. They attack and kill on the inside. When the offender is housed in the most secure settings they still have to have some human contact, be it chow being delivered, mail call, rec, medical they are still entitled to it and still in a position to attack again. When the killings don't stop where do you draw the line. Thinking back to Richard Kuklinski - He was dubbed the ice man because he had no feelings or remorse for killing. Prior to his death in 06 when interviewed he spoke about murder in a matter of fact kind of way. The way we would talk about checking out a movie or going on vacation. In a 30 years span he claims to have murdered over 200 people. While he was only charged with 5. There was vivid way in which he spoke about each murder. He had no remorse at all. What is suitable in these cases? You can't very well cage them and let them rot and die in a cell. You would have so many groups protesting the inhumane treatment until change happened and again lives of other offenders and officers would continue to be in danger. There are times when it is necessary and there would have to be no room for error in the case and proof beyond any doubt whatsoever that the individual committed such acts.
