| Hello ! Does anyone know if it would be OK to send a copy of that plan to my friend there ? It is not distributed to them through the official channels, so I'm a bit wondering ... |

| I couldn't imagine this bit of information would bounce back if you sent it in, so i would just go ahead and print it out or write it free hand in a letter. Randle, speaking at a luncheon in Chicago about the reforms, said he suggests: 1. Allowing every inmate placed at Tamms to have a transfer review hearing and be given an opportunity to refute and offer information that may impact the transfer. Informing each inmate, based on the offenses the inmate committed to warrant transfer into Tamms, of an estimated length of stay and how privileges can be earned to provide for eventual transfer out. 3. Promoting the medical and mental health evaluation process conducted before and after placement. Each inmate will receive a full mental health evaluation within 30 days of placement. Mental health staff will make weekly rounds to identify any inmate whose mental disorder is exacerbated as a result of transfer. 4. Increasing inmate privileges throughout the Behavioral Level System to encourage positive behavior, such as increasing the amount of out-of-cell recreation time and commissary privileges. Telephone privileges will be added. 5. Offering GED (General Educational Development) testing. 6. Implementing congregate religious services for inmates. 7. Lifting the restrictions on some printed materials at Tamms. 8. Developing a plan for a reassignment unit similar to those operated at other step-down units. The unit will be an intermediate step for inmates who present the most risk if transferred from Tamms, but have demonstrated appropriate adjustment behavior. 9. Planning a media, legislative and public outreach strategy that includes a visit to Tamms. 10. Re-examining the inmate population for transfer eligibility. A review of the inmates held at Tamms from 1998 through 2004 was conducted to determine which were appropriate for eventual transfer out. Of the cases reviewed, 45 were deemed eligible for transfer

| That is crazy, and i would take it a little further asking his counselor or someone higher up the chain why the denial of public information concerning them. Did you ask why?

| No, I just talked to the lady in the mail room who said those were her instructions. Sounded as if she expected me to insist or ask more details but wasn't sure whether I could. Am always a bit afraid they'll recognize me and blacklist my letters ... |

| And maybe I should add that I have read somewhere they are not allowed certain kinds of information - so she's probably right, I might call back and verify whether we can at least discuss the content of the plan in our letters. |

| I talked to my mate last night about this one, he said you should never ask but send it in anyway, because more times than not this information IS ALLOWED they are just trying to deter you and the prisoner from being educated on the subject, and some officers just play games with you. The worst that can come from you sending this in, is it will be kicked back and your friend will have the option to either destroy it or have it posted back to you, no big deal. You will NOT be black listed for sending information they would be able to get from their law library. If it was subject mater on another person who is incarcerated with your friend, maps or pornography etc you would no doubt draw attention, but unless you continue to always break the mail rules you have nothing to worry about. I have had a kick back in my early days of writing as i was unaware of the regulations regarding maps, even if they are from another country.....LOL..... All that took place was they forwarded the letter on took the map out and it was returned to me with a slip stating why it did not pass. No big deal, your friend cannot get into trouble if you send things in that gets kicked back. Also want to add, i am NOT encouraging you to go against DOC policy as far as mail and what is allowed, but as many of us know here, what one will allow another will not. Many times it honestly comes down to the sorting officer on the day and their individual discretion as to what is passed.
