I can tell you one thing, in some prison's I heard they are trying to make it non-smoking, but if you think about it all they are doing is asking for trouble, no sex, now no smoking, no wonder the prisoners are up tight!

Hi! In California the policy seems to be each institution has it's own rules on smoking. However, alot of prisons have already or are about to implement a moratorium on tobacco products. I've experienced first hand the results of banning tobacco-and it's not pretty. The tension level rises dangerously, and tobacco becomes a black market product. I've seen a pouch of bugler go for 180 stamps and cans bring $200.00 and more. Obviously there's collusion with the guards for the tobacco to be available, so a ban makes tobacco products a cash cow for them. It's all more of the same, really.

I have a penpal in a Florida facility who really hates tobacco smoke. He has actually broken rules intentionally in order to be sent to solitary because smoking is not allowed in that area. He says it is also a lot quieter since radios and tvs are banned in that section too. And also, the cells are positioned so that you cannot see into any other cell. And the kitchen staff prepares better food trays for the guys in solitary. So, he gets peace and quiet, privacy, better food and clean air. He doesn't understand why the prison considers solitary to be punishment!

He also refers to his time in solitary as "vacation"! He cannot work while in solitary, so he tries to arrange for it during the hot summer months. That way he misses the hottest, most humid and mosquito-infested time of the year in the swamp where his facility is located.

can not remember which state but one around us here in Pennsylvania is being sued by an inmate that was required to share a cell with a smoker for ten years and now has developed lung cancer. Currently Pa. does allow smoking in most state institution but there are 3, mostly drug rehab institution that do not allow smoking and I know of no local jails that premit smoking. There is a move a foot to ban smoking in all state institution which would also include all institution employees. In short no Tobaco items on institutional grounds. Of course this would do away with another underground source of income for some inmates as stamps are already ban. Mikeinpa.
