In the last letter I got from my boyfriend he told me he was being moved to another part of the prison to be prepped for a transfer to a lower security prison...this was about 3 weeks ago, and I've sent several letters and received none from him, which isn't normal. My question is will they pass/forward the letters on to him if he's still in the same prison? And when he gets transfered?

I think so. I don’t see why they wouldn’t, especially the same prison. Even when they move to another, they seem to forward the mail with no problem. At least that has been my experience and of course I can’t speak for EVERY facility. You might have some that take longer to do so. I’ve had a pen pal go from one prison to another and also from the hole back up into a lower security housing unit with a cell mate etc...And I did not even notice a delay. He just told me it had occurred.

Maybe just wait a little longer to see if one arrives from him. He might be distracted with his move.

MY experience is that is they are a state prisoner, the mail will follow them where ever they go, though for me is takes a couple weeks to catch up as much as I write. If federal, they just send my mail back and I have to wait to see if I get connected again.
