sasha, as far as i know, they still have to give the mail to the inmate. Alot of the inmates dont speak english and such.

I would like to know myself how ever if this could happen.

At one point in my career, when I was an Internal Investigator for a DOC, part of what I did was "review" incoming mail. This was done on a very limited basis, and usually only when there was established suspicion for some reason.

Much of the mail was written in spanish (we had a large population of Hispanics). I don't read, write, or speak spanish, and the mail was simply forwarded to the inmate. Understand that normally, the mail is not specifically READ, but opened and checked for illegal contraband or unauthorized items.

I don't recall seeing any other foreign languages, but that mail would probably have been forwarded on as well. If the mail was subject to an active investigation, a translator would have been summoned. Most of the time, neither I, nor the mailroom staff had the time or the inclination to actually read the incoming mail.
