| | rules and regulations in prision Commissary supervisor's order requiring inmate workers to stop speaking Spanish and converse only in English while working did not violate prisoner's constitutional rights. The supervisor's concern for her own safety if workers spoke a language on the job that she did not understand was legitimate, and was rationally related to the order given. The inmates working there could still communicate with each other in English, and did not prevent them from using Spanish at other times. Allah v.
