Default collect calls?
I am thinking about giving my pen-pal my phone number and I want to know if he will only be able to call collect. Is that the only way? Can he call a cell number? My friend is in Hagerstown, Maryland.

Hey,
It depends on the facility.
I have one that pays for his calls and another that can only call collect.

I know mine can only call collect, however my # had to be approved before he was allowed to call me. I found this odd, and rather strange, but.... what can ya do? All institutions are diffrent.
