My pal (in Jefferson CI - Florida)and I are trying to arrange to call.

I have sent him the number, he has been trying to add it. Then he asked for an extra code? I first gave him the belgium country code. And afterwards I realised he probably needed a code to call collect.
I have called my phonecompany in Belgium (Belgacom), who did gave me a code. Not the right one, I have read in the next letter letter of my pal. Sigh, sigh
I called back the phone company in Belgium, ... and now they said, they have four codes, and they don't know which one is the right one! GRRRRRR
I have tried to send emails to MCI (the phonecompany that works with Florida prisons) to find out which code is needed to call collect from Florida to Belgium, tried to look on their website, but the only answer I get is a 800-number which one can only call from inside USA.
So, now, I am stuck.
Anyone still has good ideas?
I have sent today the 4 codes which my phone company had to my pal. Someone suggested that maybe his case manager may find out what is needed??? Do they all have that?
Does anyone know other ideas of what I can do?

Normally to make a collect call in the US you dial 0 first, followed by the rest of the phone number. Not sure if the phone number can be international.

I have experienced a revelation from above (a.k.a., email) ... the inmate should just dial like he's doing a regular call out of the U.S. to Europe:

dial 011 (to get out of US)
dial 32 (country code for Belguim)
dial rest of number starting with city code, but omit the leading 0 of the city code
