Paper back, means simply "soft cover", like a magazine cover. Hardback, "solid stiff cover" unable to bend. I would advise soft cover if available just because some prisoners are not allow hard cover. No the prisoner will not have to pay anything. Do not get anything gift wrapped and you do not have to enclose a note, you can just address it with his name and number as you would mail. You need to send a receipt in most prisons, so i always enclose that.
Personally i would ASK before you send anything. In most prisons there is a limit as to what they can have so they may need to hand in a book they have to receive another. Also there are some books banned, so unless you know these things i would play it safe. As they say better safe then sorry.
If you want to send a "gift" just make a voucher and have it for any book and then your pen pal can share what they would like for you to order? Just a few thoughts.
