Who can she report this behavior to and maintain her safety? She does not want to cause problems for herself or have this CO do something to her if she reports him to someone. She is fearful to talk to anyone.

She would need to file a grievance and she would have the information on how to, or she could speak to any capt., major or warden that she feels comfortable talk to.

Retaliation does happen, but if the family files a grievance with the ombudsman office in the event it happens (retaliation) there would be serious consequences for all involved.
