First we have to deal what with what this riot is all about. Drug war.
Solution is not going to be done "inside prison" at this point as my post stated, and the reasons why not.
Solutions to the drug war we have all been there on this forum numerous times, example it starts at home, schools, communitys, education, rehab for those addicted, mental help in our society not prison.
As far as the drug war in Mexico/Amer border it has reached a dangerous level the last two yrs, many deaths and loss of life. The soluton to the drug problem that already exist, has been left go to long. I am not smart enough, obviously many who are trained to know how to deal with this monster now are strugging with itl.
As to prison at this time, sorry but all they can do is keep each inmate safe they have to, so mixing it now is not feasible at all inside. Cannot mix the two gangs that would take the national guard and military and talk about lost loved onesw would be nuts.
Not all prisons have this extreme gang problem, mostly it is the prison in the southern regions, reason not all prison have to seg by race.
As far as overcrowding that is for another thread, and that I believe is being addressed too in Calif.
Hope this makes sense in a hurry but, did want to reply to you first.
