Hopefully not. If there is any limitation on the amount of photos he can have in his cell at any given time, most likely they will hold on to any excess. They will probably give him the option of paying to return what he can not have. Honestly, I have only heard of that rule pertaining to certain circumstances which have to do with the inmate's crime. It’s not across the board. Chances are he can receive all of them if he didn’t mention to you that there was a limit.
