From What he has told us.. the Flu outbreak was in December.. they were restricted on their "movements" for 2 weeks while that was going on.. and i know there has been fights and such recently which for sure will be a big factor... and unfortunately less rec time is something they will have to deal with...but Kenny has been there since around September now.. i think he is talking about all of the time he has been there... plus the Mconnell's reason for this has been that there was not enough Guards to watch the inmates, not because of the outbreaks or fighting...i am due a letter from him soon so i am sure he will let us know more!!
