Are they being denied rec time b/c they are in close custody or b/c the prison has had an outbreak of the flu and they were trying to quarantine the virus?

I have a friend incarcerated there, and the news I have had for the last few months is that they have been on and off of lock down, mostly b/c of fights and stabbings and were on lock down again b/c of the virus and trying to prevent it from spreading.

The downfall to that is when the prison is on LD, they do not have rec time. This could be a big factor in that.
